The largest of those changes is the elimination of the game's zone-of-effect (or AOE) cap. The cap was introduced in Shadowlands WoTLK Gold, the AOE cap makes it so the many abilities that are capable of hitting multiple enemies only be effective on a small amount of targets. The cap will disappear in 9.1.5 that will see abilities that are currently AOE capped instead do less damages to enemies above the initial five targets.

A developer's note in the full patch notes explains the reason for the change:
"We've received a lot of feedback from players about how failing to hit enemies in their range in any way can cause a feel issue in WoW combat, but it's also an issue with trivial encounters like farming legacy content," the patch notes states.
The developer's note further explains that while overall AOE damage to abilities will be increasing with the elimination that cap the damage to each target will be decreasing.
"This solution ensures that these abilities and their classes remain a strong place in the game against packs of 4-6 adversaries," the patch notes say. "As always, tuning can change as a consequence of this shift in the coming weeks, based on your feedback to PTR." PTR."
The AOE modification isn't currently in use on the PTR but it will be implemented in the future versions. The patch notes, but never previously discussed, is the fact that weather effects will be added to the game's two capital cities WoTLK Classic Gold, Stormwind and Orgrimmar. Patch 9.1.5 is not yet set to have the release date.
